National Assembly Blasts EU Resolution Threatening Cuts to Aid

The National Assembly has accused the European Parliament of attempting to interfere in Cambodia’s internal affairs for calling for the arrest warrant against opposition leader Sam Rainsy to be dropped and for his parliamentary immunity to be restored, while implying that Cambodia could lose aid from the European Union and its member states if it fails to do so. 

A statement from the National Assembly on Saturday followed another from the Senate on Friday. It said the country’s parliament is a “democratic institution” that follows the law. It blasted a resolution from the European parliament on Thursday as “unacceptable,” saying it was based on prejudice and a lack of research leading it to label crimes as political acts. It also accused the European parliament of attempting to force another country to comply with its “prejudice.”

Mr. Rainsy, however, hailed last week’s resolution by the European parliament as “historic.” He posted a video of the vote on his Facebook page and noted the ovation he received as a special guest during the session. The resolution “expresses its deep concerns about the worsening climate for opposition politicians and activists, and human rights, social and environmental activists in Cambodia, and condemns all acts of violence and politically motivated charges, sentences and convictions against opposition politicians, activists and human rights defenders in Cambodia.”

It also “urges the Cambodian authorities to revoke the arrest warrant and drop all charges issued against opposition leader Sam Rainsy and CNRP [Cambodia National Rescue Party] members of the National Assembly and Senate, including Senator Hong Sok Hour and CNRP activists and organizers, to allow them to work freely without fear of arrest or persecution, and to end political use of the courts to prosecute people on politically-motivated and trumped-up charges.”

The resolution “calls on the National Assembly to reinstate Sam Rainsy immediately and to restore his parliamentary immunity” and notes that the European Union is Cambodia’s largest partner in terms of development assistance, saying that 440 million euros ($466 million) will be given to Cambodia between last year and 2020.

The National Assembly reiterated that the arrest warrant issued for Mr. Rainsy was over a personal conflict with Foreign Minister Hor Namhong and said the Assembly was merely abiding by the law. 

It said the CNRP deputy leader Kem Sokha was removed from his post as its first vice president because he violated the ethics of a lawmaker and the Constitution.

Prince Norodom Ranariddh, president of the Funcinpec party, told reporters yesterday said Cambodia needs aid and that internal disputes should be handled within Cambodia. “We are all Khmer citizen and if foreigners are asked to cut off aid, is this showing responsibility to all Khmer citizens? Internal problems can be solved by Khmers.”

CNRP spokesman Yem Ponharith said the recent beatings of two CNRP lawmakers outside the National Assembly, and a rise in political tension here, had provoked the European Parliament to pass the resolution.

“I think that before they make a decision they need to get clear information,” he said.

“We need aid, but we should work together for democracy and human rights.”
